Jill Rutter

Jill Rutter is a Senior Fellow at the Institute for Government, a London based think tank looking at government effectiveness. She is an author of earlier Institute for Government work on net zero, and is a former senior civil servant at HMT Treasury, the Prime Minister’s office and the Department of Environment, Food and Rural Affairs, where she oversaw the production of the UK’s 2005 sustainable development strategy.
