Cross-border data flows govern almost everything we do today. States are facing a dilemma between protection of their data and benefits from free-flow. One year into his presidency, Biden has been faced with numerous challenges: a pandemic and its fallout, a shaky economy and a divided country. Despite lowering unemployment rates, passing spending bills and providing Covid-19 vaccinations, Biden now faced low polling numbers and a fragile party majority on Capitol Hill.
