Institut Montaigne offers you the opportunity to speak with Joseph Dellatte, Research Fellow for Climate in the Asia Program, to understand the main issues surrounding COP27. Dr. Dellatte specializes in international governance of climate policies and is one of the few experts who studies this topic through the Europe-Asia lens. Our expert will participate in COP27 and will be in Sharm el-Sheikh for the duration of the conference.

The past few months have been marked by the mixed results of COP26, the war in Ukraine, and China’s decision to end climate talks with the United States. This unstable geopolitical context severely limits constructive climate cooperation and our capacity to meet the goals set by the Paris Agreement.

During this interview, our expert will share his analysis and insights on the following issues:

- What are the main challenges around COP 27?

- What kind of progress can we expect during this summit?

- What conclusions can we draw from previous summits?

- How can we accelerate international climate cooperation? Can climate clubs become a solution? What are the possible alternatives?

- What is the current state of the relationship between Europe and Northeast Asian countries on climate issues? How can they be taken further?

Georgina Wright

Dr. Joseph Dellatte is a Research Fellow for Climate, Energy, and Environment in Institut Montaigne’s Asia Program. 

He is also an Associate at Kyoto University and a member of the Japanese Joint Research Group on Renewable Energy Economics. He holds a Ph.D. and an MSc in economics and environmental policy from Kyoto University.

In a policy paper recently published by Institut Montaigne, Welcome to the Climate Club: Prospects for Europe and East Asia, he analyzes the political feasibility of a climate club bringing together Europe and Northeast Asia, the world’s largest emitting region. This paper examines the European, Japanese, Chinese and South Korean positions on the climate club initiative.

This study makes a series of recommendations for an open "Climate Forum" which would allow for the inclusion of large greenhouse gas emitters, such as China and India, through a multi-level ambition mechanism.
