Good afternoon, I hope this email finds you well.

COP27 is approaching in a geopolitical climate that is increasingly uncertain. In this context, Institut Montaigne is inviting you to a press briefing on the 26 of October (held in English) led by Joseph Dellatte, our Asia Program’s Research Fellow for Climate, Energy, and Environment Asia Program, at the forefront of international climate policy governance issues.  

The current period, marked by the war in Ukraine and China's decision to cancel climate policy discussions with the United States, is making the commitments set by the Paris Agreement difficult to achieve. Olaf Scholz accordingly launched discussions during the last G7 summit on the creation of a club of high-ambition nations, a "Climate Club".

In response to this initiative, our expert Joseph Dellatte will present his paper prior to its release, which analyzes the possibility of creating a Climate Club between Europe and Northeast Asia. As the most emitting region in the world, Northeast Asia is indeed central to climate debates.

This research is based on a comparative analysis of climate policies and builds on a two-day policy dialogue that took place in July 2022. It also draws on a survey of more than 70 stakeholders from Europe, Japan, South Korea, and China.

During this press briefing, our expert will be happy to share the highlights on the following key issues:

- Can a climate club contribute to accelerate global climate policy ambition?

- How to involve a country like China alongside Europe and G7 members?

- How to include carbon pricing in a climate club?

- How can a carbon border adjustment become a constraint mechanism of a climate club?

- Can the decarbonization of key industrial sectors be implemented within a climate club?

- What is the best governance framework for a transformational climate club?

How can this initiative be turned into a practical instrument for global climate action? During this briefing, Joseph Dellatte will present the recommendations developed in his research note.

Georgina Wright

Dr. Joseph Dellatte is Research Fellow for Climate, Energy, and Environment of Institut Montaigne’s Asia Program. He is also a Research Associate at Kyoto University (Japan) and a member of the Japanese Research Group on Renewable Energy Economics. He is one of the few French-speaking experts on climate policy in Asia.

He specializes in international climate policy and global climate governance, ETS linkage, and political barriers to carbon pricing development in the Northeast Asian region.
