Pension Reform : the Why and the HowThe French "pay-as-you-go" pension system is in substantial and growing deficit. This is the consequence of the obsolescence of the system, which is simultaneously archaic, opaque and inequitable. It is nevertheless possible to return to equilibrium. France can learn from other countries that have successfully achieved structural reform.

Three principles that provide the foundation for the "republican pact" must guide the reform of the pension system: liberty, equality, fraternity. The Institut Montaigne is proposing that a start be made on structural reform as early as this year but that, in parallel, preparations be launched for a far-reaching systematic reform that is needed for the long term.
